PA Budget Framework Shakes; House GOP Says it Will Work on a Smaller Plan with Less New Taxes

Pennsylvania House Republicans took themselves out of the state budget framework Saturday, after members said two days of closed-door caucuses made plain that they don’t have support for the $30.8 billion spending plan that needs about $800 million in new taxes to balance.
