Wolf, lawmakers struggle to forge 2022-23 budget despite $12B financial cushion

The Commonwealth of Pennsylvania has a money problem.

It has a lot of it and its state policymakers can’t agree on what to do with it.

On top of that, they face a Thursday deadline for figuring out a plan to use it before the 2022-23 fiscal year begins.

One would think with $12 billion in reserves and surpluses, crafting a state budget would be a piece of cake.
