Spending on special ed. in some districts plunged this year. Budget cuts could be next

Though advocates and parents have long argued that state spending on special education is still not enough, districts and states rarely struggle to meet a maintenance of effort clause in the federal Individuals with Disabilities Education Act which requires schools to spend at least the same amount on special education as it did during the previous year.
