PA hands out money to boost school safety, but districts struggle to find the right ways to prevent

Some say the changes are spurring long-needed progress. Yet there’s also a widespread view that a short-term effort won’t be enough. The consensus is that substantial money toward security is needed for a succession of years, so districts can not only pay for big-ticket building upgrades, but for recurring expenses such as guidance counselors and school resource officers.
