Teachscape Focus (formerly Teachscape Framework for Teaching Proficiency System) is an online professional development course that assists evaluators in honing their skills in collecting evidence during classroom observations, applying that evidence to the Danielson Framework for Teaching, providing actionable feedback to teachers, and determining the final overall performance rating in each domain.

The course has three components: a deep-dive into the domains and components of the Danielson Framework; scoring practice opportunities to apply these skills with classroom videos; and a proficiency assessment. The course requires approximately 20-25 hours to complete.

As a part of the Pennsylvania Department of Education's (PDE) commitment to providing support to evaluators, this course will provide additional training in the best practices for the Teacher Observation and Practice component, a part of the new teacher evaluation system in effect as of July 1, 2013. This one-time opportunity, at no cost, focuses on increasing inter-rater reliability to promote consistency and fairness for the evaluation process. Finally, upon successful completion of the course, 30 PA Inspired Leaders (PIL) hours will be earned and recorded in PDE's system.

If you are an administrator who is required to evaluate professional staff in the Teacher Observation and Practice component of the new teacher evaluation system, are using the Danielson Framework for Teaching model, and have not previously received a license, then you are encouraged to request a license. This will be the last opportunity to apply for a license.

The survey is open May 7-21, 2014. We are asking each applicant to personally complete the survey.

PDE expects the participant to activate the license within 30 days of notification and to complete the entire program during the life of the license, which expires one year from date of notification.

The Pennsylvania Department of Education (PDE) will be offering training on the 2014 Attributions for Federal and State Accountability Reporting. This training will use the 2014 Attribution Map, discuss the Data Recognition Corporation Attribution window in eDIRECT, and the impact these attributions have on federal and state accountability and teacher effectiveness.

The 2014 Attribution Map can be downloaded from PDE’s website at www.education.state.pa.us/pas.

There will be four sessions of the 2014 Attributions for Federal and State Accountability Reporting training webinar. The training will consist of presenters from PDE’s Divisions of Performance Analysis and Reporting and Data Quality, along with Data Recognition Corporation. Dr. Melissa (Missie) Patschke was recently elected to the position of Director for Zone 2 on the National Association of Elementary School Principals' (NAESP) Board of Directors. Dr. Patschke serves as principal of Upper Providence Elementary School, Royersford, Pa., and as an ex-officio member of the PA Principals Association Board of Directors. Zone 2 includes New Jersey, New York and Pennsylvania. Congratulations, Missie!

Last week, Acting Secretary of Education Carolyn Dumaresq issued a letter to Senate Education Committee Chairmen Sen. Mike Folmer (R-Lebanon) and Sen. Andrew Dinniman (D-Chester) confirming that the PA Department of Education (PDE) will not be developing any additional Keystone Exams, including tests for English Composition and Civics and Government, that were required to be implemented by the 2019-20 school year. According to Dumaresq, both Chapter 4 regulations and Act 82 of 2012 subject the availability of these exams to state funding, and the state does not have the resources to move forward at this time. Instead, the focus will be on assuring success on the three existing Keystone Exams (Algebra I, Literature, Biology) and other assessments already in place. Dumaresq also acknowledged legislation in the Senate Education Committee under Senate Bill 1244 introduced by Sen. Dinniman that would limit the Keystone Exams to just the three existing tests.

I am the principal of an award-winning middle school in Canonsburg. We have been designated as one of 350 “schools to watch” nationwide, not for our test scores, which are very good, but instead for the ways in which we engage the “whole child.” This means we surround strong core academics with quality arts programs, technology education, physical fitness, wellness and extracurricular opportunities such as athletics and jazz band.

Congress made a sensible decision a decade ago when it required the states to administer yearly tests to public school students in exchange for federal education aid. The theory behind the No Child Left Behind Act was that holding schools accountable for test scores would force them to improve instruction for groups of children whom they had historically shortchanged.

Testing did spur some progress in student performance. But it has become clear to us over time that testing was being overemphasized — and misused — in schools that were substituting test preparation for instruction. Even though test-driven reforms were helpful in the beginning, it is now clear that they will never bring this country’s schools up to par with those of the high-performing nations that have left us far behind in math, science and even literacy instruction.
