The Pennsylvania Senate took quick action on the House's just-passed budget package Wednesday, a day before the state government's fiscal-year deadline, although divisions remained over how to pay for the nearly $31.6 billion spending plan. The Republican-controlled Senate voted 47-3 after making changes to the plan the House passed a day earlier with bipartisan support.

A Pennsylvania judge is dismissing a lawsuit over held-up state and federal school aid during a record-breaking budget stalemate. In Wednesday's decision, Commonwealth Court Judge Mary Hannah Leavitt said the Pennsylvania School Boards Association lawsuit is effectively moot because of budget legislation that became law March 28.
