Pennsylvania is ranked 45th nationally in the amount of state support for schools. In 1971, according to Temple University's Center for Regional Politics, it provided districts with 54% of their money. That number is down to 35%. In the suburbs of Bucks and Montgomery counties, many districts are funded below 20%, relying heavily on local funding.

Pennsylvania's one of only four states that still hasn't passed a budget for the fiscal year that ended in June. However, many states struggled with budgets this year. And according to budget experts, that struggle -- related to a weak national economy -- manifests itself in short-term budget solutions that have proven to only make states' fiscal issues worse.

Nationwide, the portion of vo-tech graduates who continue their education has risen steadily over the last generation to more than 90%, according to the U.S. Department of Education. Studies have found that at least one in four earns a four-year degree or professional certificate.
