For Wolf, Third Budget Proposal Poses Billion-Dollar Questions

In his first two years in office, Gov. Wolf lobbied for hikes in Pennsylvania’s income or sales taxes to fill deep holes in the state budget. Both times, he lost the fight. On Tuesday, he is to deliver his third annual budget proposal, this time pledging not to rely on the kind of broad-based taxes that the Republican-controlled House and Senate have made clear they won’t support.
