Would School District Consolidation Work Today?

About 50 years ago, the public education landscape in Pennsylvania went through a major overhaul, perhaps the largest since universal public education was introduced in the commonwealth in 1834. A pair of bills set in motion widespread consolidation of school districts, causing small, local districts to vanish, with large, merged districts taking their places.
