Consultants General Responsibilities/Job Summary: This position is responsible for overseeing, supervising and coordinating services and programs for all students of the Elizabethtown Area School District identified as exceptional. In addition, overseeing and coordinating special education and gifted education as they relate to speech, hearing, vision and other programs. This position is also responsible for programs that enable students to utilize their educational opportunities to the fullest by eliminating, as much as possible, those problems that prevent or interfere with student learning. Critical areas include maintaining student accounting system; overseeing the special education, speech, and psychological casework services; administering the special education and gifted services budget; developing and monitoring the various programs and reports within the department Essential Functions/Duties: 1.Organizes and maintains the student accounting system for those processed into special education and gifted programs. 2.Oversees the special education, speech, and psychological casework services of the district. 3.Directs and administers the Special Education Program. 4.Serves as the district liaison for itinerant specialists provided by the Intermediate Unit, i.e., speech, hearing, vision, gifted and for students placed in IU classrooms. 5.Assumes responsibility for remaining aware of State and Federal requirements and regulations affecting the special education program. 6.Monitors the student record system to ensure that approved information is kept current in student cumulative record folders and that the maintenance of records is within Federal and State regulations. 7.Establishes effective liaison with the various offices and agencies within the community that may provide specialized or professional help to students and their families to include police department, drug and alcohol personnel, advisory groups and agencies. 8.Maintains membership in the organizations to keep current on issues, trends and mandates in the numerous services the department oversees. 9.Develops and revises the Special Education Plan for submission to PDE. 10.Recruits, screens, assigns, evaluates, and trains staff members for student personnel services and special education services. 11.Develops and revises special education plan in conjunction with the Bureau of Special Education policy and district goals. 12.Develops and enforces policies and programs pertaining to activities such as screening, placement and educational services for special needs students. 13.Supervises all services to identified gifted students in the district including program development, staffing, staff development and delivery of services. 14.Supervises the collection and maintenance of all special education records, which includes overseeing compliance review and developing corrective action plans in compliance with federal and state regulations. 15.Serves as district special education liaison to the PA Department of Education. 16.Performs other tasks as assigned by the Assistant to the Superintendent for Compliance and Student Supports. 17.Contributes to the effective team management of all school district short- and long-term goals and objectives. 18.Oversees the implementation of School Based Medical Access Program 19.Coordinates School to Work and transition programs. 20.Coordinates staff development for special education teachers and paraprofessionals 21.Communicates with all stakeholders including parents, teachers, staff and agencies regarding student placements. 22.Maintains all state data bases related to special education including but not limited to Penn Data, PIMs, Act 16, restraint reporting, homebound, deaf/blind project, APS etc. Knowledge, Skills and Abilities: •Thorough knowledge of special education principles and practices •Considerable knowledge of applicable special education, laws and regulations •Data analysis skills •Decision-making skills •Planning and organization skills •Ability to establish and maintain effective working relations with students, parents, educational staff, Board members and applicable community agencies •Record and report preparation and maintenance skills •Strong educational leadership and interpersonal skills •Exceptional written and oral communication skills •Proficient PC and Mac skills Minimum Qualifications: Education and Training: Master’s Degree or equivalent training and experience Experience: Five years of special educational experience Required Certification/Licenses: Valid Certification as a Special Education Supervisor and/or Letter of Eligibility Travel Requirements: Within the District;
